Yes Rivals require an application as well; perhaps more-so then even allies. Having rivals can be a big deal and so it's monitored and thought of completely. We'll also be more picky with this selection then the others so be warned. Rivals can be a blessing or a curse. Fill out the form completely and fully to the best of your ability.
